ECE sector hugely disappointed by regulations delay- Publication date: 26 November 2008

The National-lead government’s decision to delay the implementation of the new ECE licensing regulations is a huge disappointment says Nancy Bell, Chief Executive of Te Tari Puna Ora o Aotearoa / New Zealand Childcare Association.

“Minister Tolley’s decision to delay implementation of the ECE regulations is a huge waste of time and money. The sector was extensively consulted with during the development of the regulations and most centres already meet the new licensing criteria.”

This decision was a policy promise in National’s election manifesto. “We knew it was promised, but what is a surprise is that the government has decided to press ahead. Our members are very comfortable with the regulations as they will have little impact on most services.”

The government claim the regulations have created angst in the sector, “Our members have not indicated any ‘angst’ with any of the regulations, nor have we seen any evidence that the regulations will place an unnecessary financial burden on centres. The regulations will ensure quality and safety for parents and children.”

One regulation cited by the government for review is the removal of the regulation requiring all household members in a home-based care environment to be clean of any convictions against children, “Surely no parent would like to see their child in a home-based care situation where a member of the household has a conviction for a crime against a child,” said Nancy.

“It’s hard to reconcile a government which campaigned on reducing bureaucracy running a further unnecessary consultation. A six month round of consultation will cost the taxpayer thousands of dollars and I doubt it will bring any new information to light. We want to see the regulations implemented without further delay.”
